15 - In so far as this permission relates to all principal and ancillary elements of the development hereby approved, all waste materials generated by the uses, whether to be discarded as refuse or recycled, shall be stored within purpose built facilities separately provided for each of the uses, in a location and of a size and design to be agreed with the Head of Environmental Maintenance and approved by the local planning authority and, for the avoidance of doubt, no waste material shall at any time be stored outside the designated facility and all material shall be kept within the curtilage of the premises until collected.

REASON: It is in the interests of visual and environmental amenity and in accordance with policies contained within the Council's Draft Unitary Development Plan.

16 -The development hereby permitted shall incorporate secure cycle parking facilities in accordance with the requirements of Policy T6 of the Liverpool Deposit Draft Unitary Development Plan and as set out in the associated Supplementary Planning Guidance Note 8, and for the avoidance of doubt, the development shall not take ace until an appropriate scheme has been submitted to and agreed by the local planning authority.

REASON: It is in accordance with Council Policy.

17 - In so far as this permission relates to all A3 uses, except the provision of hotel breakfast facilities, the premises shall not be open for business outside the hours of 08.00 and 02.00 on any day.

REASON: To ensure that nearby occupiers are not adversely affected by the development.

Conditions

1 - The works hereby permitted shall be commenced before the expiration of 5 years from the date of this consent.

REASON: The time limit is imposed as provided for by section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

2 - The first phase of any agreed phasing programme relating to planning application 01F/1430 for the redevelopment of the adjoining land shall include all the works to the listed buildings hereby approved, and for the avoidance of doubt, the works shall not commence until a contract- has been let for the first phase of the development.

REASON: It is in accordance with section 17 of the Planning (Listed Buildings and Conservation Areas) Act 1990 to ensure that demolition and other works do not take place prematurely.
